서울 변두리의 오래되고 낡은 다세대 주택. 저마다의 사연과 결핍을 품은 이웃들이 살아가고 있다. 뙤약볕이 내리쬐던 어느 여름날, 빌라 옥상의 작은 텃밭에서 소박하게 고추를 기르던 노인 ‘광자’의 고추밭에 고추가 모두 사라지는 사건이 발생한다. 고추를 몽땅 가져간 범인은 다름 아닌 같은 빌라에 사는 이웃 ‘현자’. 이웃사람들은 이를 가지고 저마다 말을 꺼내는데 특히 301호 ‘현태’의 눈에는 이 ‘고추 도난 사건’이 사소한 문제로 보이지 않는다. 이는 망가지고 있는 세상과 관계된 일이다. ‘현태’의 말에 가족은 물론 빌라 사람들 모두가 불편해하지만 단 한 사람, 303호 ‘동교’만이 알 수 없는 이유로 ‘현태’를 도와 행동하기 시작한다. 그깟 고추 때문에 시작된 이웃 간의 실랑이는 빌라 전체의 거대한 소동으로 번지기 시작한다.
